Article 1 To reinforce control over the use of fireworks, protect people’s lives and property, and ensure public safety and peace, Taichung City (hereinafter the “City”) has enacted this Self-Government Ordinance in accordance
with Article 17 of the Fireworks Management Act (hereinafter the “Act”).
Article 2 Unless otherwise provided by law, the use of fireworks in the City shall abide by this Self-Government Ordinance.
Article 3 The competent authority of this Self-Government Ordinance is the Fire Bureau of Taichung City Government (hereinafter the “Bureau”).
Article 4 The use of fireworks is prohibited within grounds such as train stations, MRT stations, piers, etc., areas of ecological conservation, and other areas announced by the Bureau. Exceptions may be approved by the Bureau on a case-by-case basis.
Article 5 The use of fireworks that generate floating or levitating parts from gunpowder is prohibited every day from 12:00 am (midnight) to 6.00 am, except during New Year celebrations or folk festivities. Exceptions may be approved by the Bureau on a case-by-case
basis.
Article 6 Fireworks may only be used in accordance with the instructions of the product.
Article 7 To seek approval from the Bureau for an exception under Article 4 or Article 5, an application with documents and materials outlining the purpose, time, location, quantity, type of fireworks to be used, personnel wishing to set off the fireworks,
and safety protection measures, etc. shall be filed with the Bureau five days before the desired use, and fireworks may only be used after an approval document has been issued.
Article 8 Any breach of any provision under Article 4 to Article 7 shall be subject to penalty in accordance with Article 29 of the Act.
Article 9 This Self-Government Ordinance is effective from the date of publication. |
